Karuk Tribe On-Call Planning and Engineering

Red Plains is honored to support the Karuk Tribe in advancing transportation infrastructure through a comprehensive range of planning, engineering, and GIS services. Working closely with the Tribal Transportation Director and Council, we have played a key role in the development of the Tribe’s Department of Transportation (DOT), providing expertise in long-range transportation planning, GIS asset management, safety planning, roadway safety audits, and transportation engineering. Additionally, we have assisted with grant writing, meeting facilitation, and documentation to further the Tribe’s transportation initiatives.

The cornerstone of this effort extends far beyond reports and plans. It is not only about building the DOT’s internal capacity but also about driving systemic change. The 2025 Long-Range Transportation Plan (LRTP), combined with the dedication of the Tribe’s Transportation Director and the Tribal Council’s advocacy for addressing underfunded rural transportation networks, has culminated in the establishment of the Karuk Regional Transportation Consortium (KRTC)—a groundbreaking multi-agency coalition formally established by charter to enhance regional transportation coordination, safety, and functionality. The KRTC unites two Caltrans districts, two counties, three National Forest Services, multiple FHWA agencies, the Bureau of Indian Affairs (BIA), and the Karuk Tribe to collaboratively address the complexities of a shared, multimodal transportation network.

The Karuk Tribe continues to push for stronger federal partnerships to support this innovative collaboration. Red Plains is proud to play a role in implementing the KRTC’s mission and goals through customized technical services, reinforcing our shared commitment to improving transportation infrastructure, safety, and mobility for tribal and regional communities.
