Quinault Nation (QIN) On-Call Planning and Engineering
Red Plains has been honored to serve the Quinault Nation under an on-call contract for over a decade, fostering a deep working relationship with tribal leadership, various departments, and community members. Throughout this partnership, our multidisciplinary team has contributed to the Nation’s growth and resilience by completing two Master Plans, over 20 engineering projects, multiple transportation and traffic analyses, and maintaining the Tribe’s Long-Range Transportation Plan (LRTP) and National Tribal Transportation Facility Inventory (NTTFI) updates. Additionally, we have worked closely with the Tribe’s Planning and Natural Resources Departments to expand and maintain their GIS systems.
Located on the Pacific Northwest coast among the lush rainforests of Washington State’s Olympic peninsula, the Quinault Nation faces unique challenges due to climate change and rising sea levels. Red Plains has been privileged to support the Nation’s coastal village relocation efforts, a critical initiative aimed at safeguarding the community from the threats of sea level rise and tsunamis. Our current staff played a key role in the Taholah Village Phased Master Plan (2016-2017) and are now leading the development of the Queets Village Relocation Phased Master Plan (2024-2025). Strategic additions to our Planning, Engineering, GIS and Construction Management Departments have furthered our capacity to aid communities in master planning, even employing the primary author and planner responsible for the original Taholah Village Master Plan.

Assisting the dedicated tribal leaders and technical staff in sustainability planning for the Quinault Nation’s coastal communities—and securing much-needed federal and state grant funding to support these initiatives—has been both an honor and a privilege.
